One-Time Costs During the Purchase Process

Acquiring real estate in Turkey is not limited to the property price alone. There are various one-time costs during the purchase phase and ongoing expenses that recur each year. For foreign investors, knowing these items in advance is crucial for accurate budget planning.

Title Deed Fee

This is the main government fee paid during the sale transaction. The official rate is 4% of the declared sale price. Legally, this rate is shared equally between the buyer and seller (2% + 2%). However, in practice, especially in transactions with foreign investors, it is common for the buyer to bear the entire fee. This detail should be clarified in the contract.

Important note: The title deed fee is calculated on the value declared at the land registry. Under-declaring the actual sale price may reduce the fee, but it can lead to tax penalties or issues in applications like asset peace later on. Conducting the transaction with a transparent and accurate sale price is always the safest approach.

VAT (Value Added Tax)

It applies only to newly built (first-hand) residential or commercial properties. Although the general VAT rate for residences is 18%, a reduced rate of 1% is applied to dwellings under 150 m². However, foreign investors may be completely exempt from VAT if they meet certain conditions:

  • Purchasing the property directly from a construction company (contractor), not from a company,
  • Bringing the purchase price from abroad in foreign currency and transferring it through a bank,
  • Undertaking not to sell the property for at least 1 year from the date of purchase.

When utilized correctly, this exemption provides a significant cost advantage. It is important not to overlook this aspect of the process by seeking advisory support.

Other One-Time Expenses

During the title deed procedures, small items such as a circulating capital fee (a small amount), mortgage establishment fee if applicable, or bank commissions may also arise. Additionally, if you are receiving professional advisory services, their cost is also part of the purchase process.

After purchasing the property, there are fixed expenses that must be included in the budget every year. These expenses continue regardless of whether the property is vacant or rented.

Property Tax

In Turkey, property owners pay annual property tax. The rate for residential properties within metropolitan municipality boundaries is 0.2% (i.e., 2 per thousand of the property's tax value), while in other areas it is 0.1%. Investors in cities like Istanbul, Ankara, and Izmir are subject to the metropolitan rate. Payment is made in two equal instalments in May and November each year. The amount is typically at the level of a few hundred dollars annually, so it does not strain the budget.

DASK (Compulsory Earthquake Insurance)

In Turkey, where disaster risk is high, this is a compulsory insurance mandated by the government for residences. The premium is calculated based on the building's location, construction type, and square meterage. It is a reasonable cost, averaging between TRY 500-1,500 per year. DASK only covers direct damages caused by earthquakes with limited coverage; for more comprehensive protection, separate home insurance can be obtained.

Maintenance Fees (Aidat)

Especially in housing estates with common areas such as security, swimming pool, gym, landscaping, monthly dues are one of the most significant items of annual expenses. The monthly fee can vary widely, from TRY 750 to TRY 7,500, depending on the services offered by the project and the size of the apartment. In luxury residences, these figures are even higher. Before investing, it is important to examine the site management plan and clarify the monthly due amount to avoid surprises later.

Income Tax (on Rental Income)

When the purchased property is rented out, the rental income earned is subject to tax in Turkey. If the annual rental income exceeds a certain exemption threshold (the current limit for 2026 should be checked), an income tax return must be filed. The rates are calculated on a progressive tax scale, starting from 15% and going up to 40%. Deductions can be made using either the lump-sum or actual expense method. For foreign investors, becoming a taxpayer in Turkey and filing returns is a part of the process that requires careful attention.

Overlooked Expenses and Planning

In addition to these, there are minor items such as electricity, water, natural gas subscriptions, and the environmental cleaning tax paid to the municipality. However, if the property is rented, these utility bills are usually the tenant's responsibility. Nevertheless, the investor may have to bear these costs during tenant change periods or when the property is vacant.

Below is a rough annual cost summary for an average residential property in Istanbul (amounts are approximate and projected for early 2026):

  • Property tax: between USD 200-600 per year
  • DASK: between USD 30-80 per year
  • Monthly dues: USD 50-500 per month (USD 600-6,000 per year)
  • Income tax (if rented): around an effective 15-25% of rental income
